Citizens and Residents of Houston
I wish to once against state the laws of Elysium as they exist in Houston to clarify any confusion in the matter. Also, I wished to add some more detail to the rules to add further clarity.
Hightower Plaza will be considered Elysium. This includes the building itself, all rooms within the building, and all structures attached to the building.
Use of powers of the blood are allowed while on Elysium in so far as they cause no physical or mental harm to another. Final interpretation of inappropriate uses of powers on Elysium grounds will be determined by the Keeper and the Prince.
If you draw a weapon on Elysium grounds, be it mundane or supernatural, I will interpret it as a desire to use it. Considering physical confrontation and violence is strictly forbidden on Elysium Grounds, this will be dealt with as such. If you plan on carrying weapons on your person while on Elysium Grounds, be aware of this fact. Keep them hidden or better yet, do not bring them at all.
The Prince, the Keeper, the Sheriff, the Archon and additional members of security who the Keeper will designate will have the authority to use reasonable force to remove offending individuals from Elysium if necessary. No final death will be committed within the walls of Elysium under any circumstance.
No mortals will be allowed within the top 10 floors of Hightower Plaza. This area is reserved for kindred and ghouls only. All guests that you bring to the gathering, including childer, ghouls, retainers,etc. are your responsibility. Any misconduct or breach of Elysium committed by them will be interpreted as though you had commited said crimes yourself and will be dealt with accordingly.
The Elysium is located in Downtown Houston which is also the rack. Please do not come to the Elysium "hungry" as it is quite rude and could cause potential security issues. There are plenty of food sources in the surrounding downtown area and I highly suggest taking advantage of this prior to your arrival.
It is discouraged that conversations be intentionally structured in such a way that another may lose control of their beast. Visitors to the Elysium are encouraged to remain polite and cordial to prevent potential risks. At risk conversations will be closely monitored and corrected if it is deemed necessary by the Keeper or designated security personnel. If you find that you are close to succumbing to your beast, it would be advised that you politely leave the building until you are able to compose yourself. A loss of control will result in your forced removal from the building.
